    Prioritization 4.0 News

New!!To find out when open-house public information meetings are to be held across the state to review projects within the Draft FY18-2027 STIP and to see the Draft 2018-2027 STIP Flier please click here. The Divison 5 & 6 meeting will be held in Lillington from 5-7 pm on April 10, 2017 at Harnett County Government Complex-Commons, 307 Cornelius Harnett Boulevard.

The 2018-2027 Draft State Transportation Improvement Program (STIP) has been released. To see the KTRPO Draft Division and Draft Regional Programmed Projects that made it into the Draft 2018-2027 STIP as well as links to the entire Draft 2018-2027 STIP and press releases, please click here. The Final 2018-2027 STIP is now expected to be released in August 2017 to allow time for NCDOT to make adjustments to reflect updated revenue projections. KTRPO Prioritization P4.0 Local Points Assignment for Division Level Projects was approved at our October 13, 2016 TAC/TCC meeting-please click here to view the approved table of projects. The Division Level Projects were submitted to the NCDOT by the October 31 deadline. The deadline for submission has been extended to November 14, 2016 because of Hurricane Matthew, allowing those in the affected areas to deal with higher priorities.

Prioritization 4.0 News
The Preliminary Division KTRPO Project Ranking Scores are released for our 30 day review and public comment period which ends on August 22, 2016. These are the KTRPO projects scored at the Division level. The Kerr-Tar P4.0 Subcommittee will meet after the Regional Impact projects are released by the NCDOT in late August/ early September in order to make an informed decision on allocating our 1300 points at the Division level for local prioritization according to our methodology prior to approval of our Division Local Points Assignment at our next scheduled TAC/TCC meeting on October 13, 2016. The Kerr-Tar SPOT subcommittee met on 1/8/16 and the methodology was updated for the most recent version of SPOT Prioritization 4.0. The updates from P3.0 are in yellow, with the revisions of the NCDOT P4.0 Methodology Internal Review Committee highlighted in green. The updates for P4.0 involve clarifications of the methodology, revised dates and what to do if any points are left over. The Conditionally Approved Methodology is open for a 30 day public comment period, closing on February 21, 2016. TAC Meeting Rescheduled for Thursday, October 15, 2015
The TAC meeting has been rescheduled for Thursday, October 15, 2015 at 10:00 AM at the KTCOG office in Henderson.  Action items include a resolution of support for the Roxboro/Person County CMAQ application as well as approving the RPO project submittal list for Prioritization 4.0 to NCDOT.   The TCC was able to meet as planned on Thursday October 8, 2015.

TCC Meeting- Thursday October 8, 2015
The TCC met on Thursday, 10/8/2015 at 3:00 PM at the KTCOG in Henderson.  A draft project submittal list was passed by the TCC as well as a resolution of support for the Roxboro/Person County CMAQ application.  The TAC was unable to meet due to lack of quorum.  The TAC meeting has been rescheduled for Thursday, October 15, 2015 at 10:00 AM.

South East High Speed Rail Updates
The U.S. Department of Transportation (DOT)’s Federal Railroad Administration (FRA), the State of North Carolina and the Commonwealth of Virginia announced that they have signed off on the Final Environmental Impact Statement (FEIS) for the proposed Richmond to Raleigh (R2R) passenger rail line along the Southeast Corridor. The completion of the FEIS is one of the final steps necessary before construction of the project can move forward once funding is secured.   To read the FEIS, visit http://www.fra.dot.gov/eLib/Details/L17056

NC-56 Study
The NC 56 Corridor Study was recently completed and the draft report is now available: http://www.nc56corridorstudy.com/documents.asp  The recommendations outlined in the report will be presented to the local governing boards (schedule below):

Prioritization 4.0 Updates
Kerr-Tar RPO submitted the list of modifications to existing projects and anticipated intersection/interchange projects from P3.0 for Prioritization 4.0 to NCDOT on September 1, 2015.  The final project modifications list can be found here. In addition to modifying existing projects, KTRPO can also submit up to 12 new projects in each transportation mode from the “holding tank” project list.  Project submittals are not due until mid-October.  If there are any project modifications or anticipated intersection/interchange projects, or project submittals you would like to be added to the list, please contact KTRPO.

Cancelled: TAC/TCC Meeting: Thursday August 27, 2015
After discussing it with the TAC and TCC chairs, the August 27, 2015 TAC/TCC meeting was cancelled due to a lack of agenda items.  The next regularly scheduled meeting is Thursday October 8, 2015 from 3:00-5:00pm.  At the October meeting we will be approving the list of projects to submit for Prioritization 4.0 and approving the project submittals for 2017 CMAQ funding.

CMAQ Funding FFY 2017
This is an update on Congestion Mitigation & Air Quality (CMAQ) project prioritization for Kerr-Tar RPO.   The Kerr-Tar Rural Planning Organization (KTRPO) is accepting project applications for FFY 2017 CMAQ Funds.  KTRPO asks that any eligible local government agency informs KTRPO of their plans to submit a CMAQ Project Application for FFY 2017, so that we can plan accordingly to accommodate projects.  The number of projects to be submitted for FFY 2017 will impact how we move forward with potential project ranking.

NC nonattainment areas in the KTRPO region that are eligible for CMAQ include Granville, Person, and Franklin counties.  Kerr-Tar RPO is the point of contact for NCDOT, so applications must be submitted through the RPO.  The project sponsor will be the local government agency.

NCDOT Transportation Customer Survey
RALEIGH –The N.C. Department of Transportation began mailing out the department’s first-ever customer survey this week. Randomly selected citizens will receive a paper copy in the mail in the coming week to help NCDOT find out what North Carolina residents think about various services. Additional citizen feedback will be collected online.

This survey’s purpose is to gauge how the department is doing in our effort to provide great customer service. Participation can help NCDOT identify ways to make North Carolina transportation services safer, more efficient and customer focused. The survey will be conducted annually moving forward, and the results will be used as the basis for measuring the department’s performance in the area of customer service.

The results are available to the public on NCDOT.gov.

Strategic Transportation Corridors Adopted
The STC Policy and map were presented to the Board of Transportation (BOT) at its February meeting, and they were adopted by the BOT at its March 4, 2015 meeting.  A full study report is being completed that will provide more details about the development of STC. Click here to view the final policy and map.  You can also find more information on the STC webpage: https://connect.ncdot.gov/projects/planning/Pages/NCTransportationNetwork.aspx.  Strategic Transportation Corridors now replace the Strategic Highway Corridors (SHC) that we previously used as a planning tool for Comprehensive Transportation Plans and other long-range planning efforts.

NC Transportation Updates from NC Go! Challenges and Opportunities for Transportation Funding in North Carolina

NCDOT Draft STIP 2015-2025 Released: Draft State Transportation Improvement Program (STIP)

Previous Meeting: The KTRPO TAC and TCC met November 20, 2014.  A resolution of Support for Town of Warrenton Bicycle and Pedestrian Grant Application was passed, there was a presentation on Safe Routes to School Presentation by Carrie Turner, and Prioritization 3.0 update among other transportation updates.  See below for more detail:

Safe Routes to School Presentation:  We were able to hear from guest speaker Carrie Turner on the benefits of Safe Routes to Schools as well as ways to implement policies supporting those routes.  http://saferoutespartnership.org/state/srts-in-your-state/northcarolina

Resolution of Support for Warrenton Bike and Pedestrian  Planning Grant Application: The Town of Warrenton is applying for the NCDOT Bicycle and Pedestrian Planning Grant which would help them to fund developing Bicycle and Pedestrian plan for the town.  As a part of the application, it requests to include a resolution of support from the RPO that serves the town.  The TAC/TCC were able to pass a resolution supporting Warrenton’s application for the grant.

Prioritization 3.0 Update: NCDOT released the final combined scores for P3.0 Projects on September 24, 2014. The NCDOT is using these finalized scores to create the State Transportation Improvement Program (STIP), which schedules the projects that will move forward across NC over the next 10 years.  We currently still don’t know what projects are going to receive funding for the RPO, but are hoping to find out soon when the Draft STIP is released in December.  The Draft STIP is expected to come out December 4th.  Hopefully at that time we will see how KTRPO projects fared in the process.  The final STIP is expected to be adopted in June 2015.

Comprehensive Transportation Plan (CTP) Updates:  Each year the RPO submits a list of CTP Study Needs.  I plan to submit the list for KTPRO on January 9th, 2015.  I reached out to each of the counties to see if anyone needed to be added to the list for updates.  Granville County (CTP completed in 2008) and Warren County (CTP Completed in 2010) expressed interest on being added to the list.  Franklin (CTP completed in 2014) , Person (CTP completed in 2011), and Vance County (CTP completed in 2012)  CTPs are a little more recent, so they did not request to be included on the list for updates to their plans.

Strategic Transportation Highway Corridors: In mid-2013, NCDOT began to update its Strategic Highway Corridors (SHC) policy, which 10 years earlier had identified 55 highway corridors across the state deemed to be of high priority in achieving state development goals. NCDOT also needed to update the planning tools used to evaluate transportation corridors. The result is the North Carolina Transportation Network (NCTN), which builds on the N.C. Multimodal Network developed in 2004 and generated the proposed Strategic Transportation Corridors (STC).  I will attach a pdf of the draft map.

NCDOT has released a Draft NC Strategic Transportation Corridors map with 25 proposed Corridors.  Corridors in the KTPRO region include: I-85, US-1, and US-158.  The only corridor for the KTRPO region that was in the  2004 SHC that did not make the updated draft STC is US-401.  NCDOT is now seeking public comment on the proposed STC policy and map of the 25 corridors before the N.C. Board of Transportation considers the recommendations for adoption. Comments may be submitted by emailing Kerry Morrow, Statewide Plan Engineer, at mailto:kmorrow@ncdot.govor by calling the NCDOT customer service line, 1-877-DOT-4YOU, Monday through Friday from 8 a.m. to 5 p.m. The comment period will close on December 2, 2014.

P4.0 Existing Projects List
List of P3.0 projects (all modes) noted as to whether they are (highlighted in column BL): NCDOT Project List Database
1.      A committed project (programmed for Right-of-Way or Construction through 2020) – these will NOT be evaluated in P4.0 as the Department is committed to implementing these projects
2.      An existing project that will automatically be evaluated in P4.0 – these will appear as submitted in SPOT On!ine
3.      A project that will be removed from the database for P4.0 – these will be placed in the “holding tank” in SPOT On!ine for MPOs, RPOs, or Divisions to submit as a ”new” project in P4.0 if desired (if not submitted in P4.0, these projects will be permanently deleted)
4.      A project that will be permanently deleted from the database, primarily due to new project definitions (Aviation) or minimum project cost (Public Transportation)

A project is defined as an existing project for P4.0 as long as it meets one or more of the following:
•The project is programmed in the STIP for Right-of-Way or Construction, but not already a committed project
•The project is a sibling of a programmed project (e.g. Section A is programmed, while Section B is post year)
•The project has a completed NEPA document (Approved CE, EA/FONSI, Final EIS, ROD or state versions of these documents)
•The project was actively being worked on as of December 2014, but was stopped due to release of the Draft STIP
•The project received any amount of local input points in P3.0

If you see a pothole on a state-maintained road, report it to NCDOT at 1-877-368-4968 or, online.
Once on the NCDOT Contacts Page…Scroll down to ” “Reports”.  Then, click on “County Contacts” on the left and choose the county where you want to report the pothole.
The email form will be sent to the local NCDOT office.
