About CBDG

Counties and municipalities in North Carolina are eligible to obtain Community Development Block Grant (CDBG) funds by application to the North Carolina Department of Commerce.

The primary CBDG programs in the Kerr-Tar Region administered by the COG are:

  • Community Revitalization/Concentrated Needs -- providing funds to local governments to strengthen neighborhoods and rehabilitate homes of low- to moderate-income citizens in designated neighborhoods. The COG helps local governments apply for grants and, if awarded, administer the rehabilitation programs.
  • Scattered Site Rehabilitation – addressing the most critical housing needs of very low-income families by rehabilitating designated homes throughout the region. The COG helps local governments apply for grants and, if awarded, administer the rehabilitation programs.
  • Infrastructure – eliminating water and sewer problems to correct severe health or environmental problems by enabling local governments to connect low- and moderate-income households to local water and sewer lines. The COG helps local governments apply for funds and, if awarded, coordinate the infrastructure improvements.
  • Economic Development – provides grants to local governments to help create and retain jobs. CDBG grants may be used to construct public facilities to serve a specific business or direct loans to private businesses for equipment purchases or for new or expansion construction.
