Contracting with CDBG
The Kerr-Tar Regional Council of Governments (COG) administers low-income housing rehabilitation and infrastructure projects on behalf of local governments in the Kerr-Tar Region.
The Community
Development Block Grant (CDGB) program is an equal opportunity
employer and targets low-income, minority and women
contractors, in particular, to perform CDBG work.
Contractors
employed for CDBG programs must be qualified to perform
the work as specified in work write-ups completed by
the CDBG staff. All work completed through CDBG Funds
or Single Family Rehab Funds must be completed in accordance
with local, county and state building codes as well
as meet guidelines as set by the Division of Community
Assistance and North Carolina Housing Finance Agency.
CBDG projects begin at $5,000 and should not exceed
$40,000. North Carolina State Law requires licensed
contractors to perform work over $30,000. In addition,
work with heating/air conditioning, electrical and plumbing
work must be performed by licensed trade persons. Contractors
must be able to submit proof of their state license
to CDBG staff in order to submit bids.
To submit
bid, a contractor must:
- Hold current lead-base paint certification
- Carry general liability insurance and workers’
compensation
- Have prior construction and/or rehab work references
that can be checked
- Employ a sufficient qualified work staff and be
able to provide sufficient proof
- Provide proof of financial ability to perform the
work.
- Complete W-9 and Contractor’s Certification
paperwork prior to bidding on any CDBG work.
