Help for Homeowners
Low-
and moderate income households in Franklin, Granville,
Person, Warren and Vance County are eligible to apply
for grants to rehabilitate their houses and connect
to water and sewer service, provided there are grant
fund available and they meet income guidelines. Homeowners
must own their own homes and land.
Grant funds
for Scattered Site Community Development Projects are
provided to counties every three years and shared by
the municipalities within each county. The Division
of Community Assistance provides Scattered Site Grant
funding.
In addition,
the N.C. Housing Finance Agency provides funds to eligible
counties for housing rehabilitation. Funds are made
available to eligible low/moderate income homeowners
by deferred loans and are secured with a Note and Deed
of Trust.
Counties and local governments may apply for and receive these type of grants for their communities:
- Infrastructure (water, sewer and street repairs) funds are obtained by counties and municipalities that apply for an Infrastructure Grant through the N.C. Department of Community Assistance. Infrastructure Grants are very competitive and awarded by the DCA to applicants based on the greatest need.
- Concentrated Needs Grants can
be used for housing repairs and infrastructure needs
in a designated a set homes with a blocked boundary
area or neighborhood. Sometimes funds cover an entire
neighborhood or street; other times, funds cover only
part of a neighborhood or street. Concentrated Needs
Grants are also competitive.
- Scattered Site Grants are awarded
to counties, which share grant funds interested municipalities
in the county. Scattered Site Grants are awarded to
counties every three years on a rolling basis by the
N.C. Division of Community Assistance. Homeowers who
receive assistance are chosen in advance of the County
submitting its application to the Division Of Community
Assistance. Entitlement counties and cities are excluded
from receiving Scattered Site Funds.
- Single Family Rehab funds are
awarded to eligible counties by the N. C. Housing
Finance Agency and programs run for 30 months. Homeowners
are chosen by need, feasibility of work to be accomplished,
income and other criteria, such as being elderly and
disabled. Making a home energy efficient is one of
the targeted criteria of this program.
