About the RPO
The Kerr-Tar Rural Planning Organization (RPO) coordinates regional transportation planning for the Region K area of North Carolina.
Members
The RPO's
members are the counties of
Person, Vance and Warren, parts of Franklin and Granville
counties, the municipalities of Butner, Henderson, Kittrell,
Louisburg, Macon, Middlesburg, Norlina, Oxford, Stem,
Stovall and Warrenton, regional transportation authorities
and the N.C. Department of Transportation (NC-DOT).
The Kerr-Tar RPO is one of 20 RPOs and 17 Metropolitan Planning Organizations (MPOs) in the state that collaborate with NC-DOT to ensure transportation improvements are sound and serve the residents of the state and its communities.
Core Functions
The Kerr-Tar RPO's four primary functions are

Organization
The Kerr-Tar Council of Governments is the lead planning agency for the RPO and the primary local recipient of planning funds received from NC-DOT for the RPO .
These groups direct the work of the RPO:
- The Rural Transportation
Advisory Committee (RTAC), which provides policy
direction for the RPO’s regional transportation
planning process. This committee comprises local elected
officials and NC-DOT Board of Transportation members.
- The Rural Transportation
Coordinating Committee (RTCC), which provides
technical expertise for the RPO’s regional transportation
planning process. This committee comprise technical
staff who deal with transportation issues and citizens’
concers on a daily basis, such as city and county
managers, economic development professionals, planners
and transit operators.
- N.C.
Department of Transportation (NCDOT), which makes
policy decisions for the N.C. Department of Transportation
and holds implementation authority for construction,
improvement and maintenance of streets and highways.
