Workforce Development Board
The Kerr-Tar Workforce Development Board (WDB) works in partnership with the Job Training Consortium to ensure a high-level performance and the achievement of goals in the development of a quality workforce in the six-county region of Caswell, Franklin, Granville, Person, Vance and Warren counties of North Carolina.
Organization
The Workforce Development Board comprises 21 members representing each of the six counties in the region. More than half come from the private sector. Board meetings are held every other month beginning in January (except July and December).
Job Training Consortium members comprise six seats of county commissioners representing the six county service base.
Roles and Responsibilities
The Workforce Development Board and Job Training Consortium are responsible for:
- Developing the Five-Year Strategic Job Training Plan and modifications.
- Conducting oversight and certification of the JobLink “one-stop” Career Center system and employment and training programs for adults, dislocated workers and youth.
- Selecting JobLink “one-stop” operators and eligible providers for adults and dislocated worker services.
- Selecting eligible youth service providers (based on recommendations of the Youth Council).
- Approving the Procurement Plan and awarding program contracts in the six-county region.
- Negotiating local performance measures.
- Assisting the N.C. Division of Employment and Training) in developing a statewide employment statistics system.
- Coordinating WIA activities with economic development strategies and developing employer linkages.
- Promoting private-sector involvement in the statewide workforce investment system through effective connecting, brokering and coaching activities.
- Appointing members to the Youth Council.
